GOVERNOR ORTOM'S ONE YEAR SCORECARD

SECURITY
· Introduction and prosecution of Amnesty Programme which led to the recovery of over 600 arms and light weapons, thousands of ammunition while over 700 youths embraced the program which enhanced peace in various parts of the state.
· Sustained efforts for the promotion of peace between farmers and herdsmen as well as deepening inter-state peace building efforts.

· Contacts with the Presidency, Chief of Army Staff and Inspector General of police with efforts to contain herder's assaults in Agatu, Tarka, Makurdi, Logo, Buruku, Guma and Gwer West.
· Procurement of 20 pickup vehicles for security surveillance in the state as well as relief materials.
· Provision of vehicle for the NDLEA to support its operations.
EDUCATION
· Resolution of disputes with unions a few days after taking over and the resumption of Benue State University (BSU) from strike.
· Raising of N7.6 billion for the construction and rehabilitation of over 700 primary schools in the 23 local government areas of the state.
· Approval for the conduct of geophysical survey and drilling of 100 boreholes in some of the schools.
· Conclusion of plans to supply furniture in the 700 primary schools.
· Arrangements for the procurement and installation of 100 computers/portal construction in primary and junior secondary schools across the state.
· Constitution of Visitation Panels for state-owned tertiary institutions and commencement of implementation of the BSU panel's report as well as reconstitution of the Benue State University Council enabling the institution to secure full accreditation for seven programs at a time.
· Commencement of payment of salaries of BSU Technical School Staff after five years of non-payment of salaries.
· Conclusion of arrangements for the renovation and rehabilitation of 64 post-primary schools across the state.
· Completed the re-training of 10,000 primary and 6000 secondary school teachers in conjunction with Peace House, Gboko.
HEALTH/SDG PROJECTS
· Payment of accreditation requirements for College of Health Sciences and Benue State University Teaching Hospital.
· Securing of accreditation by the Medical and Dental Council of Nigeria and graduation of 40 pioneer medical doctors after 12 years of stagnation.
· On-going rehabilitation of Schools of Nursing and Midwifery as well as College of Health Technology, Agasha for re-accreditation to pave way for the readmission of fresh students.
. Release of N80m out of N114m for the completion of Cancer Screening Centre in Makurdi.
· Constitution and inauguration of the Primary Health Care Board.
· Made history as first state in the nation to meet requirements for accessing the 2015 Round of MDG/SDG Conditional Grants in Nigeria.
· Payment of N1.2 billion counterpart funding to access a total of N2.4 billion for construction and equipment of Modern Primary Health Centers in 33 communities across the state.
· Commencement of the construction of Skills Acquisition and Enterprise Development Centers, Orange Packaging Plants and Boreholes under SDGs in parts of the state.
AGRICULTURE/ INDUSTRIALIZATION
· Awarded contract for the construction and equipping of laboratories at the Akperan Orshi College of Agriculture, Yandev, and conclusion of plans for the rehabilitation of Agric Training centres in Mbatie and Otobi and making them agric business schools.
· Evolved a new policy for procurement of fertilizer at highly subsidised rate to Benue farmers.
· Facilitation of N2billion CBN agricultural loans for disbursement to Benue farmers.
· Signing of agreement with Torra KFT for the completion and take over of the Wannune Tomato Factory.
· The same approach is being applied to other comatose state-owned industries.
WORKERS' WELFARE
· Immediate commencement of payment of full salaries at state and local Government levels after the workers had not received their wages for a period of several months.
· Implementation of 18,000 minimum wage for primary school teachers in the state
Obtaining and payment of N28 billion bailout to workers at the state and local government levels.
INFRASTRUCTURE
Obtaining a N10 billion infrastructure facility and mobilization of contractors back to site for the completion of 11 abandoned road projects across the state and award of contract for two new ones. The affected roads are:
1. Zaki Biam - Afia - Gbeji road 46.52km
2. Taraku - Naka - Agagbe road 61km
3. Oju - Obussa - Utonkon road 52.00km
4. Otukpo - Utonkon - Igumale road 55.61km
5. Oshigbudu - Ogbaji road 10km
6. Igbor - Ikpa - Wannune road 36.732k
7. Vandeikya – Koti-Yough - Adikpo road 32.00km
8. Ge - Ikyobo - Agbeede - Amua - Anshagba road 37km
9. Tordonga - Zaki Biam with spur to Tsewuaze - Tiza - Shila road 45.14km
10. Daudu - Gbajimba road
11. Achusa Welfare Quarters Road
The New roads:
12. Mobile Police Barracks - Yaikyo - Apir road 24km

- Release of N300 million for the completion of the new Benue State House of Assembly complex.
COST SAVING MEASURES
· Trimming of government size by reducing the number of Commissioners from 17 to 13 and advisers from 28 to 20.
· Reduction of local and international travels
JUDICIARY
· Approval for the renovation of Ministry of Justice Headquarters, Makurdi and renovation of Judges Quarters in Makurdi and Otukpo.
· Appointment of President, Customary Court of Appeal, two Judges of the Customary Court of Appeal and One judge for the State high Court.
· Resumption of Payment of wardrobe allowances to government lawyers,
· Inauguration of the Advisory Council on Prerogative of Mercy and granting of amnesty to over 100 convicts.
· Provision of vehicle and other support for the Makurdi Minimum Security Prison
ACCOUNTABILITY/ TRANSPARENCY
· Setting up of Judicial Commission of Inquiry into funds which accrued to Benue state and how they were utilized between 2007 and 2015.
· Setting up the Administrative Commission of Inquiry into the sale and lease of government property within the same period.
· The Judicial Commission of Inquiry submitted its report recently and indicted 52 individuals and 10 corporate bodies who are to refund over N107 billion to the coffers of the state and further investigate the misappropriation of N44Billion.
· Introduction of Treasury Single Account, TSA, at the local government level.
· Inclusion of labour unions including NLC, TUC and NUT for the first time, as part of the joint account committee.
· Holding of regular APC caucus and stakeholders' meetings for briefings on state of affairs.
MEDIA/ICT
· Signing of an MOU and engagement of an ICT consultant, JM Technologies Nigeria Limited to fast tract ICT programs in the state.
· Collaboration with the National Information Technology Development Agency, NITDA for the establishment of Benue State Information Technology Development Agency, BITDA.
· Procurement and installation of new transmitter at Radio Benue.
· Payment of N13 million as part of partnership between Benue State Government and Daar Communications for the establishment of AIT Radio and Television stations in Makurdi.
· Partnership with the Federal Ministry of Communication Technology and the Rockefeller Foundation and training of over 2000 unemployed youths from the 23 local government areas of the state on how to access online jobs.
· Re-engagement and mobilization of contractor to resume work at the Benue Printing and Publishing Corporation, BPPC, publishers of The Voice newspaper.
· Establishment of website and live streaming at Radio Benue.
· Establishment of Situation Room.
PUBLIC/PRIVATE PARTNERSHIP
· Re-engagement with Development Partners, UN, UNHCR, UNFPA, World Bank, IFAD, USAID for the provision of Education, Health services and other projects.
· Signing of MOU with Chinese, German, American and other investors on infrastructure.
· Payment of over N5.5Billion counterpart fund to local and international development partners.
WATER SUPPLY
· Ensured the restoration of water supply in Otukpo and Katsina-Ala with the payment of N900 million to the contractors.
· Commencement of the process to reticulate water in Makurdi.
· Support for the execution of 116 water projects in Tarka, Konshisha, Oju and Ogbadibo through BERWASSA.
INTERNAL REVENUE
· Benue State Internal Revenue Service, BIRS, has been repositioned with the constitution of the new board and management.
· Proactive steps taken to boost the Internally Generated Revenue, IGR of the state by introducing the Point of Sale (POS) machines.
· The monthly IGR of Benue State has increased from about N250Million to an average of N500 million monthly.
WOMEN, YOUTHS, SPORTS AND PEOPLE WITH DISABILITIES
· Reinvigoration of the Benue State Rehabilitation Centre Apir through provision of vehicle and other support.
· Given Support and vehicle to privately-owned old Peoples home, at Judges Quarters in Makurdi.
· Rejuvenated Lobi Stars Football Club through reconstitution of its board and better funding of its operations.
HIGHLIGHTS OF VISIT TO CHINA
· Accompanied Mr. President on State visit and witnessed the conclusion of friendship, bilateral and multilateral agreements.
· Attended the global Canton Fair.
· Anchoring of the China-Nigeria Roundtable on Production Capacity and Investment in Guangzhou, China.
· Anchoring of the first North-Central States and China Investment and Business Forum in Guangzhou, China.
· Signing of MOU with Wuzheng Group for the setting up of Tractor Assembly plant in Makurdi.
· Signing of sister city agreement between Makurdi and Lanzhou.
· Finalization of discussions with Chinese core Investor in Star Cement, Igumale on issues of access road, mining lease and expatriates quota.
· Received appointment from the China National One Belt One Road Fund Management Company Limited as Vice Chairman of China Finance and Industry Limited Cooperation Summit for Africa and Chairman of Nigeria Investment Committee.
· Obtained commitment from the Lanyang Industrial Development Limited for investment into the Housing, Hospitality and Tourism sectors.
