EXCLUSIVE!! Abubakar Tsav Unleashes Facts, Documents Indicting The Benue State Governor,Ortom Of Monumental Fraud [MUST READ]



The former commissioner of police , Alahaji Abubakar Tsav who has been a strong critique of the Benue state government ever since it emergence dropped this major bombshell on the 6th of January 2016.
In the document in which he simply titled 'INVESTIGATION'  ,he exposed some ills of the present government and also concluded the article with some word of advice.  Read below his findings;

CONTRACT NO. BNTB – 13/2016
Your Exellency,
In my letter to you, reference No. PCC/PER/372/I/62 dated 29th September, 2016, I reported that Messrs Tongyi New International Construction Company Ltd, which was awarded Benue state contract No. BNTB – 13/2016 (vide letter No. S/BTB – 110/VII/70 of 30th March, 2016) for the construction of Origbo – Imande - Akpu – Gbajimba road, forcefully took over without compensation or alternative land, 22 plots of land belonging to some Hausa/Kabawa refugees in Gbajimba who were amongst the 30, 000 of their folk forced out of their settlement by armed Tiv and Jukun militia in 2014, a settlement which their ancestors founded and lived in for over 150 years.

2. During the cause of our investigations into this constitutional violation, I and my team visited Gbajimba and saw excavators belonging to M/S TONGYI New International Construction Company Ltd, excavating the land in question. We spoke to the workers and the arrogance and impunity with which they answered us, gave them up. So we decided to extend our investigation into the affairs of the company in relation to these constitutional violations.

3. M/S TONGYI New International Construction Company Ltd was registered with the Corporate Affairs Commission on 28th August, 2015, with Rc No. 1283921 by merger of HSHF Overseas Mining Limited (Rc No. 1096873) owned by a Chinese company with a share capital of 5, 500, 000 (all Directors Chinese) and Dowutas Investment Limited (Rc No. 612525) owned by Amase Family with a share capital of 4, 500, 000 (All Directors are members of Amase family) with Mrs. Ruth Amase, (wife to your Principal Private Secretary, Stephen Amase) as representing DOWUTAS, while Zheng Young represents HSHF.
M/S TONGYI New International Construction Company Ltd was registered to carry out business of construction services, mining services, oil and gas, import and export of goods, telecoms, etc and gave its registered address as 18 Jesse Jackson Street Asokoro, Abuja but we found this address to be fake as the premises is occupied by BEZIK Pharmacy Ltd and not Tongyi New International Construction Company Ltd.
Tongyi New Construction Company was awarded this contract for a total sum of N4, 766, 858, 445.63 by letter No. S/BTB – 110/Vol. III/70 of 30th March, 2016.
The contract was not advertised. This is irregular and implies favoritism and constructive corruption, as no due process was applied.
On 31st March, 2016 the company submitted certificate for advance payment of 30% of the contract sum and the sum of N1, 430, 057.533,68 was approved and paid through Zenith Bank in two installments (vide BN/MOW/HQ/36 for N951, 000, 000=, and BN/MOW/HQ/36 for N397, 803, 218.67) without payment of the mandatory 1% handling charge before payment. This is seen as to unduly favor your PPS, Mr. Stephen Amase. This itself is corruption and an act of dishonesty. According to paragraph 7 of the contract agreement signed on 23rd March, 2016, work on the contract should be completed within 18 months from 14 days of the advancement (30%)
Additional sum of N300 Million was paid to the same company without any progress on the job. Vide BN/MOW/HQ/36 for N232, 331, 415, 55 after statutory deductions.
Another sum of N103, 000, 000.00 was approved for payments to the company through cash flow dated Sunday 18th December, 2016 vide S/TRY/217/SUB/VOL.XXVII. Other payments are being processed in favor of this and other companies with no job done. Workers salaries and pensions are been owed but nothing is being done to off-set this.

4. I have been on Origbo – Imande - Akpu – Gbajimba road severally and found no job done to justify such payment. At Origbo, only 20 concrete rings and an abandoned sign post are there ostensibly to deceive the public. Only about 200 meters of the road at Origbo is graded, the rest is thick bush. There are no even foot paths. This is supposed to be a new road parallel to Daudu – Gbajiba road for which N7, 244, 551, 911.44 was approved for its construction from an earlier approval of N5, 315, 575, 485.27 vide letter No. S/BTB – 110/VOLI/264 of 2nd May, 2012.
Another interesting issue in the contract is that your Commissioner for Works, Engr. Emmanuel Manger misled the State Executive Council with his memo dated 20th January, 2016 with monumental lies where he claimed that M/S TONGYI New Construction Company Ltd was a tested, reputable and competent construction company that had performed creditably in Abuja and other states in the country including Nassarawa state. This is false and you need to demand for their certificate of performance from Nassarawa and other states including FCT Abuja to support this. Engr E. Manger also lied by claiming that vehicles come from other states to convey agricultural produce. The road is an addition to two existing roads (ie Daudu to Gbajimba and FUA Mkd to Gbajimba). Benue state has two main farm produce that are transported out of the state on considerable quantity; oranges to the north and yams to the south.

5. M/S TONGYI New Construction Company Ltd is established by merger of HSHF Overseas Mining Company with DOWUTAS Investment Ltd, and was registered on 28th August, 2015. The Origbo – Mande – Akpu – Gbajimba road may be their first ever road construction contract job since the merger. If Engr. E. Manger claimes that this company is credible and was tested in other states, he should produce certificates of performance from these states and Abuja, to support his claims. The success or failure of a leader depends on the kind of people he or she surrounds themselves with. Some of your Aides are fraudulent.
Directors of Dowutas Investment Limited with Headquarter at House 4, Crescent II Kado Estate, Abuja are; Ruth Amase (Mrs), Dooshima Amase (daughter), Tavershima Amase (Son), Wuese Amase (child), Sedoo Amase (child) all family members of your PPS Mr. Stephen Amase. While Zheng Yang who represents HSHF in the merger is a Director in CGC whom you recently awarded another road contract for N5.6 Billion for the construction of 52 Kilometer Yogbo – Udei road. This is also fraudulent.
There is evidence to show also that your PPS, Mr. Stephen Amase accompanied you to China to bring some of these Chinese to short change Benue state people. Is this not dishonesty and organized corruption? It is the responsibility of the Public Complaints Commission to be the Watchdog for social justice. When public funds meant to provide services for the public are misapplied, this amounts to social and administrative injustice, and that is what we want to prevent.

6. The contracts recently awarded to;
Enerco Nig. Ltd, a company registered on 6th March, 1996 Rc (289505) to carry out business of general contracts, import and export, transportation, etc (no construction).
M/S CGC Nig. Ltd, a company registered on 17th, January, 2013 (Rc 210299) to carry on business of borehole drilling, water supply etc but no construction of roads.
M/S RockWell Dev Nig. Ltd, a company registered 7th May, 2008 (Rc 745841)to carry on business of contract, execute, carry out, equip, improve, develop and administer within Nigeria or outside Public works of all kind (but not construction) etc may serve as conduit to short change Benue people.
These companies seem to be fronting for some officials. Some of them may serve as conduit pipes to short change Benue people and are not competent in road construction. They interchange in road contracts, or perhaps front for some politicians. These need be checked and verified. These irregularities stink with dishonesty.
Your Excellency, I have given this as summary of documents in my possession to enable you tidy up your records. Messrs Tyongyi New International Construction Company was paid a total of N1, 833, 057, 533.69 which represents 30% of the contract sum with additional N300 Million and N103 Million respectively for doing nothing. Other payments are still being processed in favor of Tyongyi New International Construction Company and many other companies while workers and pensioners are groaning in hardship due to non – payment of their salaries and pension. The contract has even been abandoned. Are you indeed offering services to your people in Gbajimba? You have alleged that I sent 20 petitions to the EFCC against you. You know this is not true and you know I have the courage to report infraction against you if I have facts. This is not a petition against you but advice to tidy up your records. Except if you are also involved.
If this continues I may be compelled to forward my complaints to the appropriate authorities for necessary action. Beneficiaries of this loot can be traced through some commercial banks. I have records to substantiate all these and other road contracts awarded by your government. As an elder I am worried about the leakages and waste in government revenue.

7. Finally I wish to draw your attention to UBE Pilot School built in Gbajimba which is overtaken by weeds and reptiles, and plead with you to do something to get the school running for the benefit of children in that area. I also plead with you to try to establish Demonstration farm centers in Benue state instead of concentrating only on your private Oracle Farms.
I also plead that you find time to pay supervisory and surprise visits to the road construction sites to see what is happening on these roads. If you can spend time visiting your private farms regularly, why can’t you visit sites of Government projects to ensure that work is properly done there? Is this not important?
In conclusion, I want to remind Your Excellency that you took an oath on the Holy Bible and swore to “uphold the constitution of the Federal Republic of Nigeria” and “do justice to all manner of people. “
22 plots belonging to Hausa’s and Kabawas in Gbajimba have been taken over without compensation or allocation of alternative land, contrary to Section 44(I) (a) of the constitution of the Federal Republic of Nigeria as amended.
I recommend that the affected people be paid compensation for their lands please.
