Benue Assembly Confirms Dr Utsev, 2 Diploma Holders, Other As Commissioners To Ortom's Cabinet; See Their CVs
The Assembly gave the nominees express confirmation Thursday at plenary after an interaction with them on the floor.
The Commissioner nominees screened and confirmed are Dr. Utsev Joseph Terlumun, Isegbe Ajene Ladi, Joseph Iornenge Shimaor and Unenge Aondover Bernard.
Addressing the nominees after the confirmation, Speaker of the House, Mr. Terkimbi Ikyange, charged them not to abuse the privilege but work as a team for the general good of the state and congratulated them for the appointments.
Also confirmed on Thursday by the Assembly were the nominees for appointment as Executive Secretary and members of the State Sports Marketing and Lotteries Board.
The nominees confirmed were Mr. Emmanuel Atser as Executive Secretary, Messrs Fidelis Mnyim, Akor Ishoho, Chief Baba Odeh and James Aondoaver Adoo as members of the Board.
The confirmation followed correspondence from Governor Ortom signed by Secretary to the State Government, Professor Anthony Ijohor, SAN, as delivered by the Speaker, Mr. Ikyange at plenary.
Contributing to the debate, Majority Leader of the House, Chief Benjamin Adanyi, appreciated the efforts and quick response of Governor Ortom in constituting the Sport Marketing and Lotteries Board saying it was the right step in harnessing the huge revenue in the sector hitherto being lost to other states.
Minority Leader, Alhaji Sule Audu and member representing Buruku, Mrs. Ngunan Addingi, both called for inclusion of women in the composition of the Board to reflect the gender sensitivity of the Ortom administration.
After much debate member representing Otukpo-Akpa, Mr. Egli Ahubi, moved the motion for express confirmation of the nominees which was seconded by member representing Kwande West, Mr. B.B. Nungwa, and the nominees were accordingly confirmed by the House.
MEET THE NEW COMMISSIONERS
1.Engr. Dr. Utsev, Joseph Terlumun
Born December 2, 1980 in Mbaakura Ward of Mbagen in Buruku LG, Dr Joseph Terlumun Utsev is a Senior Lecturer with theUniversity of Agriculture, Makurdi. He acquired his FSLC at St. John’s Primary School, Gboko in 1989 and later finished his secondary school education at Tseikpa Comprehensive Secondary School, Adikpo in 1995. He was admitted into the University of Agriculture, Makurdi from where he graduated in 2004 with a B. Engr. (Civil Engineering). Dr Utsev proceeded to the University of Nigeria, Nsukka to obtain a masters in engineering with specialization in water resources and environmental engineering, graduating in 2007. He also obtained PhD at Nsukka in 2011.
His post- graduation experiences include working as lecturer in the Department of Public Engineering of the University of Agriculture, Makurdi since 2006. He is a member of several professional bodies, including the Institute of Enterpreneurs in Nigeria, Fellow, Institute of Industrial Administration of Nigeria, as well as a COREN registered engineer.
Dr Utsev has attended several seminars and presented numerous papers in Nigeria as well as attended numerous conferences and workshops.
2. BERNARD UNENGE
Born May 15, 1977, Bernard Aondoaver Unenge hails from Makurdi local government area.
Mr. Unenge has worked as a Director and Office Manager with Target International Services Consult Limited, Makurdi from where he has designed and constructed private and public buildings within and outside Benue State.
He enrolled at Ungwar Rimi Primary School, Kaduna from where he obtained his FSLC in 1988. Mr Unenge proceeded to and obtained his NECO and National Technical Certificate between 1994 and 1997 at St Joseph's Technical College, after which also attained an OND in Civil Engineering from the Kaduna Polytechnic in 2002. After that he enrolled for the Higher National Diploma, HND at the Nigerian Army Institute of Technology and Environmental Studies which he has in view.
He was in the private sector at the time of his appointment.
3. MRS ISEGBE, AJENE LADI
She hails from Obi Local government area but was born in Otukpo on 7th June, 1964. Mrs Ishegbe obtained the First School Leaving Cerficicate, FSLC, in 1976 and thereafter the Teachers Grade Two from Jesus College Otukpo in 1980. She later attended the Benue State Polytechnic, Ugbokolo and obtained the Ordinary Diploma, OND, in Business Administration in 1984. Mrs Isegbe later graduated with a Bachelor of Science degree in Accounting from the University of Jos in 1989. A career civil servant, she has been a staff of the state government since 1984 when she joined the service as an Assistant Executive Officer at the Internal Revenue Service. She has risen to be Director, Finance and Accounts in the Ministry of Finance and Economic Planning where she worked until her appointment.
4. COMRADE JOSEPH IORNENGE SHIMAOR
A veteran unionist, Comrade Shimaor who was born on January 3, 1954, is an indigene of Kwande local government area. He passed out with the First School Leaving Certificate, FSLC, at the NKST Primary School, Jato-Aka in 1972, later obtaining the General Certificate of Education, GCE, as a private candidate, in 2005. Between 1980 and 1982, Comrade Shimaor studied for and obtained a certificate in Library Science at the Kaduna Polytechnic. By 2001, he had acquired a diploma in Public Administration from the Federal University of Technology, Owerri. He later obtained an Advanced Diploma in the same discipline in 2005 at the Taraba State Polytechnic.
Comrade Shimaor worked in several government establishments especially as a unionist across the nation until he rose to be Assistant General Secretary at the time of his appointment.
